Suspension: Dr. Stephen Miller – August 13, 2026

Order on Consent – Dr. Stephen H. Miller

On October 24, 2024 a complaint was received from Patient A against Dr. Stephen H. Miller, alleging  a boundary violation of the physician-patient relationship in that Dr. Miller entered into an inappropriate personal relationship with Patient A, while they were still under his care. 

The complaint related to conduct that occurred prior to November 1, 2021. At that time, the College was governed by the Medical Act, R.S.P.E.I. 1988, c.M-5. The Investigation Committee (the “Committee”) investigated the complaint and discovered evidence which led the Committee to conclude that Dr. Miller’s conduct may constitute professional misconduct as defined in subsection XI(1)(h) of the now-repealed Medical Act Regulations:

XI:          PROFESSIONAL MISCONDUCT

1.           For the purposes of Part IV of the Medical Act “professional misconduct” constitutes a failure to maintain the standards of practice of the professional and includes:

                              ….

(h)          engaging in conduct or an act relevant to the practice of medicine that, having regard to all the circumstances, would reasonably be regarded by medical practitioners as disgraceful, dishonourable or unprofessional;

The Committee decided to issue orders pursuant to section 52(1)(b) of the Regulated Health Professions Act, RSPEI 1988, c.R-10.1. Dr. Miller accepted the findings of the Committee and consented to the following Orders:

  1. Dr. Miller shall be required to complete a comprehensive course on Maintaining Patient Boundaries, such as the Probe: Ethics & Boundaries – Canada program offered by CPEP and attain a grade of Unconditional Pass. This course is at the expense of Dr. Miller and should be completed within 6 months of the date this document is signed, with proof of attendance provided to the College. If Dr. Miller were to find another similar course, it could be forwarded to the College for prior approval;
  2. Dr. Miller shall be issued a letter of reprimand by the Registrar for a boundary violation relating to an inappropriate personal relationship with Patient A;
  3. Dr. Miller’s registration to practice medicine shall be suspended for a period of 6 months commencing from September 25, 2026; and,
  4. Dr. Miller shall be issued a fine in the amount of $15,000.00 to be paid within 6 months of signing this document.

Upon completion of the requirements of these Orders, the discipline process pertaining to the complaint by Patient A against Dr. Miller, will be concluded.
